Master Chief Stanley is from Randolph, New York. He was born in Watertown, New York in 1957. He attended and graduated from Salamanca High School in 1975. He enlisted in the Navy in July of 1977 and successfully completed recruit training at Recruit Training Center (RTC), Great Lakes, Illinois. He was his recruit company education petty officer and was nominated for the meritorious excellence award. Upon graduation from RTC he was assigned to Naval Construction Training Center, Port Hueneme for Engineering Aide "A" school. His duty assignments include Construction Battalion Unit 414, Groton Connecticut; Naval Mobile Construction Battalion THREE (Blue Team) with deployments to Okinawa, Japan; and Subic Bay, Republic of the Philippines (two tours); Marine Corps Air Station, Iwakuni, Japan; Instructor Duty at Naval Construction Training Center, Port Hueneme; Navy Support Facility, Diego Garcia, British Indian Ocean Territory; Naval Mobile Construction Battalion FIVE with deployments to Saudi Arabia, and Okinawa, Japan; the 31st Naval Construction Regiment where he was assigned as the Embarkation Officer for both 3rd NCB and the Regiment; NMCB FIVE, assigned as the Charlie Company Chief; AOIC Detail Norfolk, Virginia; and OIC DFT American Samoa; and 31st Naval Construction Regiment assigned as the Training Department Leading Chief Petty Officer. His last assignment was to Naval Personnel Command. He retired from the navy February 28, 2006 after 28 plus years.
Master Chief Stanley's professional achievements include; Air Movement Planning Course, Seabee Tactical Embarkation, Seabee Senior/Master Chief Petty Officer Advanced Management Course, Chief Petty Officer Indoctrination Course, Chief Petty Officer Leadership Development Course, Seabee Chief Petty Officer Construction Management Course, Leadership Management Educational Training (LMET), Instructor Basic Course, Engineering Aide "C" School, Computer Aided Load Planning and Advanced Computer Aided Load Planning Courses. He has been an essential member of the Joint Deployment/Redeployment Development team improving methods and programs involved in the deployment process. His educational achievements include; 1977 graduate of the State University of New York at Delhi with an Associates in Applied Science degree in Construction Technology, Engineering.
Master Chief Stanley's military decorations include; Meritorious Service Medal (two awards), Navy Marine Corps Commendation Medal (3 awards), Navy Unit Commendation Ribbon, Meritorious Unit Commendation Ribbon (2 awards), Battle Efficiency Excellence Ribbon (Battle "E" (7 awards), Good Conduct Medal (7 awards), Fleet Marine Force Ribbon, National Defense Service Medal (2 awards), Global War on Terrorism Service Medal, Southwest Asia Service Medal with 2 bronze stars and Fleet Marine Force device, Sea Service Deployment Ribbon (8 awards), Overseas Duty Ribbon (4 awards); Kuwait Liberation Medal (Saudi Arabia), Kuwait Government Liberation Medal (Kuwait), Expert Rifle and Pistol Medals. He is designated as a SEABEE Combat Warfare Specialist, Fleet Marine Force, and a Master Training Specialist.
Master Chief Stanley is married to the former Merlinda TIMAN of Calboyog City, SAMAR, Republic of the Philippines. They have four sons, Ronald, David, Matthew and Nathan and three grandchildren. The family resides in Oxnard, California.
